CHANTILLY, Va., May 28, 2010 — The IJIS Insitute has selected Bruce Emsley, a Citizant consultant, to help develop a Federal gang information exchange standard.  The initiative is funded by a grant from the Bureau of Justice Assistance within the U.S. Dept. of Justice.

This collaborative effort will develop the IEPD (Information Exchange Package Documentation), based on the National Information Exchange Model (NIEM) for sharing information on gangs between systems and transferring information to the FBI Violent Gang Terrorist Offender File (VGTOF). Emsley and other team members will collaborate with local, state, tribal, and federal agencies, including the FBI's Criminal Justice Information Services Division and the National Gang Intelligence Center.

Emsley has more than 28 years of law enforcement and law enforcement support experience. He served as a Crime Analyst for more than 12 years, seven of which were specialized in gang intelligence. He provided statistical and strategic analysis to law enforcement personnel for gang activity tracking. Emsley’s expertise in information sharing through the use of a multi-jurisdictional system earned him numerous awards and accolades during his tenure with the Fairfax County Police Department. As the system administator of the Northern Virginia regional gang database, he taught the federal guidelines for multi-jurisdictional intelligence databases and incorporated these guidelines into system policies and procedures.
