Robert Lech

Robert Lech is a Vice President at Citizant and leads business development efforts across most of Citizant's civilian agency accounts. He previously served as a Division Director at Citizant, where he managed solution design and delivery within Department of Housing and Urban Development (HUD), the Securities and Exchange Commission (SEC), the General Service Administration (GSA), and other customers. He has more than 13 years experience managing complex IT projects, involving project management and full lifecycle software development tasks, from requirements gathering to design, software development, documentation, testing, training and implementation. Mr. Lech specializes in system analysis/design and has extensive experience building, motivating and leading large development teams.
Lech's team designed, developed, and maintains HUD’s National Housing Locator System (NHLS). Developed in response to Hurricane Katrina, the NHLS serves as a single source for nation-wide, critical information relating to available housing for citizens displaced during natural and emergency disasters. In addition to being awarded the American Council for Technology’s 2008 Intergovernmental Solutions Award, NHLS was named one of the country’s most innovative technology solutions for 2008 by CIO Magazine and was recognized by Government Computer News.
Previously, Lech served as CTO/COO for Aqua Resource Group, a markting and consulting company in the financial services industry. While overseeing program management and software development, Lech led the development and roll-out of Web-based loan origination software that is used by more than 800 organizations. He also served in senior management positions at CNP, Inc., an Internet service provider with hundreds of commercial customers, and at DomiNet, Inc., a startup Web software and services company.
Lech previously worked as a consultant for Science Applications International Corporation and for Texas Instruments, and was a programmer/analyst for the Jet Propulsion Laboratory.
For his leadership and management of NHLS and other Federal IT programs, Lech was recognized with the prestigious Rising Star award from the 1105 Government Information Group, publisher of Federal Computer Week. The Rising Star awards, presented annually to only 25 leaders from across the Federal IT industry, honor up-and-coming professionals who have made an early — and substantive — mark in the government IT world.
Lech earned his B.S. in Computer Information Systems from California State Polytechnic University - Ponoma.
