Cairo

Government & Defense Solutions Division, led by new Division
President Bill Breighner, former president of Bowhead Support Services. Cairo
executives plan to leverage the new division to double the company's
organic growth in government civilian and defense markets within the
next four years.
Breighner brings more than 40 years of
experience to Cairo in managing, directing and building business in the
government marketplace, serving such diverse customers as the U.S.
Department of Transportation; U.S. Treasury Department; U.S. Air Force
OSI; U.S. Navy Surface Warfare Center, Dahlgren; U.S. Navy Air Warfare
Center, Patuxent River; U.S. Navy SPAWAR, Charleston; U.S. Army Corps
of Engineers; and Defense Intelligence Agency. Since the mid-1980s, he
has served as a corporate officer for small and disadvantaged firms,
including TSR, SYTEL, IMS Technology Systems and Validity Corp.

A privately owned company based in

As Bowhead president, Breighner
oversaw the management and operations of two government service
companies, Bowhead Support Services (BSS) and Bowhead Information
Technology Services (BITS) of Alexandria, Va.
Under his leadership, Bowhead revenues grew from $850,000 in 1999 to
$70 million in 2005, resulting in the company's selection as one of the
Washington Metropolitan Area's "Top 25 8(a) Companies" in 2003 and
2004. A key element of Breighner's success was the timely creation and
implementation of an infrastructure support strategy, a robust IT
support department, a new employee rewards and recognition program, and
an affordable first-class employee-benefits package.
He is an active member of the National
Contract Management Association. Breighner graduated from The Johns
Hopkins University and earned graduate credits in network computer
systems at the University of California, Los Angeles.
