Federal Agencies Can Better Leverage Citizant’s Enterprise Architecture Approach to Support Secure SOA Environments and Facilitate Information Sharing
CHANTILLY, Va., Dec. 16, 2008 — As part of its organizational focus on Enterprise Architecture (EA) and related services, Citizant today announced the appointment of David Kelly as Information Assurance Solutions Director and Jeffrey Ortolano as Lead Service Oriented Architecture (SOA) Architect.
Kelly and Ortolano join a team known for EA best practices that “connect the dots” between business mission and IT solutions. Citizant, one of the Washington region’s leading providers of government professional technical solutions, takes an adaptive approach to EA that delivers data-centric strategies, enhances support for IT planning and investment, and helps agencies benefit from the realization of a business-driven, actionable architecture.
In his new position, Kelly will work with Citizant’s customers to develop comprehensive information assurance and security strategies to ensure that their applications, systems, and data are protected. As Lead SOA Architect, Ortolano will provide Citizant’s customers with recommendations on SOA environment selection to achieve effective SOA implementations using an approach that leverages their broader EA activities.
Kelly and Ortolano will collaborate with EA Solutions Director Adel Harris to fine-tune the company’s methodology that defines the path to a successful and secure SOA implementation by tying EA artifacts to SOA artifacts and creating a secure environment for information sharing. This approach yields a greater ROI on EA investments while reducing the cost to move into an SOA environment.

Kelly brings to Citizant an expertise in Information Security and Assurance and twenty years of software development experience. He has implemented secure software development practices and techniques for multiple government clients, including the U.S. Departments of Energy and Homeland Security and the Patent and Trademark Office. Most recently, he was an Associate with Booz Allen Hamilton where he was the technical lead for the Assurance and Resilience Security Group. Previously, he was Technical Director and Software Architect at QinetiQ, WebCritical Technologies, and Software Performance Systems. He was a Principal Consultant and Center of Excellence Coach for Texas Instruments. Kelly also served as an instructor for Learning Tree and began his career as a Systems Analyst for CALIBRE Systems.
To complement Kelly’s strong security background, Ortolano combines EA design and analysis with an expertise in SOA. He joins Citizant from Software Performance Systems, where he held a variety of positions during his 11-year tenure with the company. Most recently as vice president of technology, Ortolano was responsible for the company’s overall technical direction. He also led efforts to educate customers in SOA and evaluate how it fits into their current or proposed enterprise architectures. In a previous role with the company, Ortolano designed a Composer Client Server Encyclopedia architecture for the Patent and Trademark Office (PTO), which also included monitoring and model management strategies. While employed by Texas Instruments, he served as the technical lead of Internet Development for the Government Business Unit. Earlier in his career, Ortolano held technical leadership positions with Computer Task Group and Brand Names Sales.
The Citizant team has spearheaded some of the Federal community’s most successful EA initiatives, including Customs and Border Protection (CBP), Federal Railroad Administration (FRA), Federal Trade Commission (FTC), Department of Interior (DOI), and Centers for Medicare & Medicaid Services (CMS).
