HUD Selects Citizant for
Enterprise Architecture Support

Federal business transformation services leader wins 5-year, $17 million assignment

CHANTILLY, Va., Sept. 7, 2010 Citizant, a leader in business transformation services for the federal government, has been selected by the U.S. Department of Housing and Urban Development to provide enterprise architecture services in support of HUD’s business modernization objectives.

The five-year contract is valued at $17 million, if all option years are exercised. Citizant will partner with SERCO, a leader in EA and business/systems models, and Haycock Strategies, led by Robert Haycock, the first chief architect within the federal government in his former position with the Office of Management and Budget.

HUD is a leader at using EA to produce tangible results in its lines of business rather than simply as a tool for developing and enforcing architectural standards. Citizant’s unique Middle-Out EA Implementation Approach TM will identify performance improvement opportunities and help HUD manage change across program areas and business lines with an enterprise wide perspective.

“We are gratified when a longtime customer again chooses Citizant to partner on such a foundational and value-producing program as enterprise architecture,” said Raymond Roberts, CEO of Citizant. “HUD’s strategy of leveraging EA to drive business transformation is a model that Citizant encourages among all of our federal EA customers.”

Citizant has supported HUD’s CIO organization for nearly a decade. Citizant helped establish HUD’s Enterprise Information Management Program and redesigned the department’s grants management system in 2002. In the wake of Hurricane Katrina, Citizant worked with HUD’s CIO in 2006, to create the National Housing Locator System, which has won numerous awards for technology innovation and effectiveness in information sharing. In 2009, HUD selected Citizant to develop the Reporting Act Management and Performance System, HUD’s first enterprise system that integrates information across program areas to meet executive reporting requirements.

The HUD Enterprise Architecture organization is consistently rated among the most effective in the federal government. The EA team won the “Leadership in Government Transformation Using EA Award” during the 7th Annual EA Awards, part of the Federal EA Conference hosted by the 1105 Government Information Group in September 2009. HUD’s EA team was recognized for its effectiveness during the Acquisition Management Business Modernization Planning initiative for the Office of the Chief Procurement Officer.
